Oregon HB4038 amends the Health Care Cost Growth Target program by prohibiting the Oregon Health Authority from enforcing it against providers or payers who exceed the target during calendar years 2021 to 2035 until January 1, 2036. The bill also repeals certain sections of existing law and sets an effective date for the 91st day following the adjournment sine die of the 2026 legislative session.
