Regulates speculative ticket sales by requiring resellers to have possession or authorization.

Amends the law to regulate speculative ticket sales by prohibiting a reseller or affiliated person from offering or engaging in a resale of an admission ticket unless they have actual or constructive possession of the ticket or explicit authorization in a written contract to obtain the ticket from an operator, ticket seller, or authorized purchaser. This applies to entertainment events in the state, excluding trade shows. Violation of this section is considered an unlawful practice.
