Oregon HB4023 imposes limitations on the financing methods available to mass transit districts initiated by resolution. Specifically, it mandates that such districts must obtain authorization through a properly called election before using certain financing methods under ORS 267.300. If a district has already adopted an ordinance using restricted financing methods before the bill's effective date, that ordinance will be suspended until approved by the electors.
