Oregon HB4010 requires contracting agencies to issue change orders within 30 days for additional work outside the scope of public improvement contracts or public works contracts. If a change order is not issued, the agency must pay interest to the contractor or subcontractor. Contractors must similarly issue change orders to subcontractors and pay interest if they fail to do so. Owners in private contracts must also issue change orders to contractors and pay interest if they do not.
