Oregon HB4007 amends vehicle laws by defining "powered micromobility device" and exempting certain vehicles from registration and titling requirements. It consolidates and standardizes protective headgear requirements for children under 16 years of age when using bicycles, e-bikes, e-scooters, and other vehicles. The bill also lowers the age requirement for operating Class 1 electric assisted bicycles and creates offenses for improper sale or lease of vehicles and selling impostor vehicles.
