Clarifies Pardon and Parole Board voting procedures in Oklahoma Constitution.

This bill proposes a constitutional amendment to clarify the voting procedures of the Pardon and Parole Board in Oklahoma. It allows alternate members to vote in cases of absence or recusal, mandates alternate members to be from the same appointing authority as the absent member, and requires them to review clemency applications.
