Oklahoma SB983 amends the powers and duties of the Oklahoma Turnpike Authority to require an audit prior to the issuance of certain bonds. The audit must evaluate the financial plan for any turnpike capital program that anticipates issuing revenue bonds for projects with a construction period exceeding three years. The State Auditor and Inspector must review the financial plan for feasibility and economic soundness, and submit a report with recommendations to the Authority, the Council of Bond Oversight, and the Attorney General.
