SB542 amends the Administrative Procedures Act to modify judicial review procedures, disqualification grounds for examiners or members, and hearing.

SB542 amends the Administrative Procedures Act to modify judicial review procedures, disqualification grounds for examiners or members, and hearing procedures. It requires agencies to assign another hearing examiner or conduct the hearing if one is disqualified. If a member is disqualified and a quorum remains, the agency must proceed with the proceeding. If a quorum no longer exists, the Governor must appoint a member pro tempore.
