The Governor, President Pro Tempore of the Senate, and Speaker of the House must determine the design, placement, security, construction, and funding of these monuments, consulting with third parties if necessary. Only donated funds can be used for these purposes, and relocation requires approval from three-fourths of both legislative houses and the Governor. Damaging these monuments is a felony offense.
