The bill authorizes the Oklahoma State University Veterinary Medicine Authority to conduct a comprehensive study on elk populations within the Special Northwest Zone. The study, to be completed by November 1, 2025, will assess current population levels, trends, and habitat usage, and develop science-based management recommendations. The Authority may coordinate with other state and federal agencies and engage external experts. The bill also appropriates funds for the study and declares an emergency, allowing the act to take effect immediately upon passage and approval.
