Requires special event license applicants to hold liability insurance. Updates statutory language to clarify that any act on the premises that would result in revocation or suspension of a mixed beverage license also applies to special event licenses. Specifies that no special event license may be issued for premises already licensed by the ABLE Commission. Exempts certain economic development chambers from needing a special event license if they use a licensed caterer for alcohol distribution.
