Clarifies that the Oklahoma Turnpike Authority must abide by the plain and ordinary language of legislative limits on turnpike projects. Specifies that the Authority cannot build turnpikes in places, directions, or locations other than those expressly authorized. Limits the Authority's ability to transact business for profit and prohibits attorneys from receiving fees for special services. Requires all meetings of the Authority to be open public meetings, and all records to be public records, except when considering personnel or litigation.
