Designates the first Thursday in May as the Oklahoma Day of Prayer. Requires the Governor to issue a proclamation recognizing the day and encouraging voluntary participation by citizens, community organizations, and faith-based groups. Prohibits penalizing any person for choosing not to participate. Ensures the act does not endorse or establish any religion, prohibit or restrict private religious expression, or require participation. The act becomes effective July 1, 2026, with an emergency declaration allowing immediate force upon passage and approval.
