Allows the Teacher Empowerment Revolving Fund to support compensation of special education teachers.
Amends the Teacher Empowerment Revolving Fund to support compensation of teachers certified in special education. Increases the amount paid to special education teachers by five percent above the prevailing wage for nondisabled teachers. Requires the State Department of Education to allocate funding to school districts to provide the required stipend amounts. The act declares an emergency and takes effect immediately upon passage and approval.
