Modifies powers and authority of the Commissioners of the Land Office.

Amends Oklahoma statutes to modify the powers and authority of the Commissioners of the Land Office. Requires any instrument, easement, contract, or deed executed by the Commissioners to be signed by the chair or presiding officer and attested by the secretary. Specifies that no action of the Commissioners shall be valid unless voted on by at least three members with a majority in favor. Limits commercial leases to 55 years and requires leases over 3 years to be by public bidding at fair market value.
