Oklahoma SB1018 creates a CO victim lien for those affected by carbon dioxide releases or pipeline ruptures.

Oklahoma SB1018 establishes a CO victim lien for individuals harmed by carbon dioxide releases or pipeline ruptures. The lien applies to assets of the pipeline owner or supplier during the release or rupture. The lien can be perfected by filing a UCC-1 financing statement within a year of the incident. The lien terminates when the owner fulfills obligations or the victim relinquishes rights. In cases of owner bankruptcy, the trustee or conservator can claim the lien for damages. The act becomes effective November 1, 2025.
