Proposed constitutional amendment to allow Oklahoma Legislature to freeze, suspend, or withhold state funds for higher education institutions.

This bill proposes a constitutional amendment to allow the Oklahoma Legislature to freeze, suspend, or withhold up to 100% of state-appropriated funds for institutions within the State System of Higher Education. The resolution must specify the institution, the percentage of funds, and the duration, which can be up to two years. The amendment also allows the Legislature to lift, terminate, or modify the freeze, suspension, or withholding at any time.
