Authorizes the Oklahoma Water Resources Board to implement a five-year flex allocation of groundwater usage based on the previously determined allocated annual use of the basin or subbasin. Requires water wells to be metered and that such meters be approved by the Board. Existing permit holders, new applicants, and temporary permit holders must adhere to the cumulative annually determined allocation of the basin or subbasin. Effective January 1, 2027.
