Oklahoma HB4319 amends the Administrative Procedures Act to require the Pro Tempore of the Senate to assign agency rules to legislative committees for review. The Legislature must determine if rules have specific and explicit state law authorization and if they exceed the scope of delegated authority. Rules lacking explicit authority are deemed invalid. The Legislature can disapprove or approve rules through joint resolutions. Rules not supported by specific state law citations are repealed on January 1, 2030, unless reauthorized. The act becomes effective November 1, 2026.
