Oklahoma HB4311 amends the Unclaimed Property Act by modifying the service charges and fund allocations. It sets service charges at a maximum of six percent of the funds accruing to the state. It also allocates fifteen percent of the funds from contracts with the State Treasurer to the Unclaimed Property Clearinghouse Fund and allows up to twenty-five percent of the value of funds in an action to enforce the Uniform Unclaimed Property Act to be used for attorney fees. The changes take effect July 1, 2026, with an emergency declaration for immediate implementation.
