HB4055

Oklahoma HB4055 establishes licensing and fee requirements for commercial pet breeders and animal shelters, and creates a licensing fund.

Oklahoma HB4055, known as the Breeding Animals Responsibly and with Care (BARC) Act, mandates licensing for commercial pet breeders and animal shelters. It sets fees for licenses and renewals based on the number of intact female animals. The act creates the Commercial Pet Breeders and Animal Shelter Licensing Fund, primarily used for administering and enforcing licensing laws. Secondary uses of the fund include grants for veterinary care, spay and neuter services, and educational materials for licensed shelters and rescue organizations.
