Oklahoma HB3890 modifies the list of exceptions to persons liable for punishment under state law. It specifies that children under seven years old, children over seven but under fourteen without proof of knowing wrongfulness, intellectually disabled persons without knowledge of wrongfulness, persons acting without consciousness, and those under involuntary subjection are not liable. The changes will take effect on November 1, 2026.
