Prohibits student data use for commercial purposes and mandates parental consent for data collection.

Prohibits the collection, retention, and disclosure of personally identifiable student data without parental consent. Requires state agencies and contractors to act as custodians of student data and prohibits selling, trading, or licensing student data for commercial purposes. Establishes parental rights to obtain, correct, and opt out of data collection. Mandates the creation of a Data Transparency Portal to disclose data-sharing arrangements. Vendors found in violation may be barred from future contracts for up to five years.
