Requires privacy in restrooms, changing areas, and sleeping quarters in public schools and higher education institutions.

Requires public schools and charter schools to designate multi-occupancy restrooms, changing rooms, and sleeping quarters for exclusive use by one sex. Prohibits unrelated students of the opposite sex from sharing sleeping quarters during school events. Requires public institutions of higher education to provide separate, private areas for students based on their sex. Provides an option for students to be housed only with persons of the same sex. Allows exceptions for custodial, maintenance, inspection, emergency medical assistance, and law enforcement purposes.
