Modifies the moratorium dates for transferring ownership of medical marijuana businesses, extending the moratorium until August 1, 2028. Prohibits transferring ownership if the licensee is subject to any administrative action by the Authority or if the OBNDD registration is suspended. Requires completion of any pending administrative actions or appeals before submitting a transfer application. Establishes a six-month waiting period for submitting a transfer application if the license or registration is annulled, revoked, or suspended.
