Oklahoma HB3096 provides crime victims the right to request a review of proposed plea agreements in felony cases. If a victim or their representative requests a review, the special judge or associate district judge cannot accept the plea agreement. Instead, the agreement must be submitted to the district court judge for independent review and final approval or rejection. This review process does not confer party status to the victim, impair prosecutorial discretion, or create a right to appeal the plea agreement's merits. The act takes effect November 1, 2026.
