Modifies small brewer license requirements for manufacturing and selling beer and cider.

Modifies the requirements for small brewer licenses, allowing holders to manufacture, bottle, package, and store beer and cider on licensed premises. It permits sales to holders of beer distributor licenses and retail licenses within the state and to qualified persons outside the state. The bill also allows for the sale of beer and cider for on-premises or off-premises consumption at brewery premises or contiguous locations. It restricts the distribution of beer and cider samples to designated areas and limits the amount of samples a visitor can receive per day.
