Oklahoma HB3028 amends the Consumer Credit Code to allow the Department of Career and Technology Education to charge service fees for certain transactions. These fees are limited to bank processing fees and financial transaction fees. The bill specifies that the service fee cannot exceed two percent of the total transaction or the actual amount charged to process the credit card transaction, whichever is less. The act becomes effective November 1, 2026.
