Oklahoma HB2944, known as the Oklahoma Reading Excellence through Accountability, Development, and Standards (READS) Act, requires school districts to screen students in kindergarten through third grade for reading proficiency. Students not meeting grade-level targets must receive an individual reading intervention plan. Districts must provide summer academies or other programs for students not meeting grade-level targets. Third-grade students not meeting targets on statewide assessments and not qualifying for good-cause exemptions must be retained.
