Oklahoma HB2841 amends the Tobacco Settlement Endowment Trust Fund to allow the Board of Investors to invest in eligible Oklahoma venture capital companies or funds of funds. The Board must choose professional custodians and managers competitively, establish investment guidelines, and adopt an investment policy. The fund can be invested prudently, similar to a pension fund. The Board may also select investment consultants, attorneys, auditors, and actuaries competitively. The State Treasurer can manage unallocated funds. The act becomes effective November 1, 2025.
