Oklahoma HB1943, known as the Oklahoma Plain Writing Act of 2025, requires state agencies to use plain writing in documents they issue or revise. "Plain writing" means writing that is clear, concise, well-organized, and follows best practices. The act defines "covered document" as any writing that provides information about state benefits or services, explains compliance with state requirements, or includes letters, publications, forms, notices, or instructions. The act excludes regulations.
