Oklahoma HB1561, known as the Foreign Adversary Divestment Act of 2025, prohibits state and local managed funds from holding investments in entities tied to foreign adversaries. These include wholly or majority-owned subsidiaries, parent companies, or affiliates of such entities. The act also mandates divestment from these investments. The State Treasurer must develop a notification system to identify foreign adversaries and countries of particular concern. Public pension systems are immune from liability for asset value decreases due to this act. The act becomes effective November 1, 2025.
