Oklahoma HB1450 establishes a moratorium on the construction or expansion of any new or existing wind and utility-scale solar energy facilities in the state. The moratorium takes effect indefinitely upon the passage and approval of the act. Exceptions are made for facilities that were properly permitted, approved by the Regional Transmission Organization, and commercially operable before the act's passage. The operation of existing facilities is not affected by the moratorium. The act declares an emergency, allowing it to take effect immediately upon passage and approval.
