Oklahoma HB1428 establishes the Building Equalization for K-8 Student Transfers Revolving Fund (BEST Fund) within the State Department of Education. This fund will support receiving districts in Oklahoma by covering expenses such as erecting, remodeling, repairing, and maintaining school buildings, purchasing furniture, equipment, and computer software, and paying for energy, utility, and telecommunications costs. The fund is not subject to fiscal year limitations and its expenditures are subject to warrants issued by the State Treasurer.
