Oklahoma HB1024 amends the Unfair Sales Act by changing the definition of "cost to the retailer" to mean the invoice cost of the merchandise to the retailer or the replacement cost of the merchandise to the retailer, whichever is the lower. This change excludes all trade discounts except customary discounts for cash. The bill also adds freight charges and cartage to the retail outlet if done or paid for by the retailer. The act will become effective November 1, 2025.
