Oklahoma HB1013 amends the powers and duties of the State Board of Education by limiting its authority to revoke or suspend licenses or certificates. The Board can only revoke or suspend a license or certificate for willful violations of state or federal law, abuse or neglect of a child, moral turpitude, incompetency in the performance of duty, or neglect of any professional duty. The Board must provide at least ten days' notice to the employing school district before filing a complaint. The bill also declares an emergency, allowing it to take effect immediately upon passage and approval.
