North Carolina S961 makes reforms to hospital authority boards of commissioners by increasing the number of commissioners from six to 38 and diversifying membership. The bill requires that at least four members of the public and four elected officials be appointed to the board. The public members must not be healthcare providers, married to healthcare providers, employed by the authority, or married to anyone employed by the authority. The elected officials must be either county commissioners or city/town officials within the hospital authority's boundaries.
