The bill allows qualified establishments, such as emergency departments, law enforcement agencies, and fire departments, to install newborn safety devices for infant surrender. These devices must be temperature-controlled, properly ventilated, and physically attached to the exterior of the establishment. Qualified establishments must cover installation costs, install a dual alarm system, test the alarm weekly, and visually inspect the device twice daily.
