The bill amends the North Carolina Constitution and General Statutes to establish an independent redistricting process. It creates the North Carolina Citizens Redistricting Commission, which will be responsible for preparing and adopting plans for revising electoral districts for Congress and the General Assembly. The Commission will consist of 15 members appointed from a pool of candidates submitted by the State Ethics Commission. The Commission will hold public hearings, release preliminary plans, and adopt final plans for revising districts.
