North Carolina S780 seeks to enhance overall health and access to quality care by raising Medicaid reimbursement rates for primary care providers to match Medicare rates. This bill allocates $48 million from the General Fund to the Department of Health and Human Services, Division of Health Benefits, starting in the 2026-2027 fiscal year. The rate increases will be implemented as soon as practicable after July 1, 2026, and will apply to primary care services as defined by the North Carolina Primary Care Payment Reform Task Force.
