Establishes a grant program for North Carolina community colleges to upgrade equipment for student voter ID cards.

The bill creates the Student Voter Identification Grant Program, which provides grants up to $20,000 to community colleges to upgrade equipment and facilities for producing student IDs usable as voter photo IDs. The State Board of Community Colleges will manage applications and grant awards by August 15, 2025. The State Board of Elections will review and approve applications for ID approval by September 1, 2025. The program aims to remove financial barriers for colleges to provide student IDs for voting.
