North Carolina S605 eliminates subbasin designations for water transfers within the same major river basin and revises the applicability of the 2020 Farm Act TMDL transport factor calculation. The bill removes the requirement for an interbasin transfer certificate for water transfers between subbasins within the same major river basin. It also revises the definitions of river basins and modifies the applicability of the TMDL transport factor calculation for wastewater discharge permits.
