The bill creates a Metropolitan Public Transportation Authority (MPTA) for Mecklenburg County, North Carolina, to manage and operate public transportation systems. The MPTA can acquire, construct, and maintain public transportation facilities and equipment, issue bonds and notes, and enter into contracts with private parties. It can also relocate utility installations and set rates for its services. The MPTA is subject to the North Carolina General Statutes and can be dissolved by the board of trustees.
