North Carolina S576 amends the definition of electric assisted bicycles to include those with a motor of no more than 750 watts and a maximum speed of 28 miles per hour. The bill allows cities to regulate the use of these bicycles on multiuse paths, sidewalks, or trails, and to establish speed limits on greenways or shared-use paths. Cities may also require the use of helmets for riders of Class 1 or Class 2 electric assisted bicycles and impose penalties for violations. Counties are authorized to regulate electric assisted bicycles in accordance with city regulations.
