Establishes the North Carolina Broadband Assistance Program to provide funds to low-income families for affordable broadband access.

The North Carolina Broadband Assistance Program, established by this bill, aims to ensure affordable broadband access for low-income families. The Department of Commerce will coordinate with county departments of social services to determine eligibility. Families with annual household income at or below 100% of the federal poverty level are eligible for free broadband service. Families with income above 100% but no greater than 135% of the federal poverty level, and who participate in certain federal assistance programs, are eligible for a monthly credit of at least $15 for broadband service.
