Clarifies the process for establishing paternity of children born out of wedlock in North Carolina.

This bill amends North Carolina law to clarify the process for establishing paternity of children born out of wedlock. It specifies that the father's name will not be entered on the birth certificate unless the mother and father complete an affidavit acknowledging paternity. The affidavit must include sworn statements from both parents, information on parental rights and responsibilities, and their social security numbers. The State Registrar, in consultation with the Child Support Enforcement Section, will develop and disseminate the form affidavit.
