North Carolina S468 introduces an alternative additional registration fee for electric and plug-in hybrid vehicles. Owners can choose to pay a mileage-based fee instead of a flat fee. The flat fee for electric vehicles is $180 and for plug-in hybrids is $90. The Division of Motor Vehicles will implement these changes, which apply to vehicles registered on or after October 1, 2025.
