North Carolina S455 provides income tax relief to small businesses by allowing deductions for net business income.

North Carolina S455, the Main Street Resilience Act, allows small businesses to deduct up to $75,000 of net business income from their taxable income. This applies to independently owned businesses with 50 or fewer employees and annual revenues under $5 million. For married couples filing jointly, the deduction can total up to $150,000. The act excludes passive income from the deduction and is effective for taxable years beginning on or after January 1, 2026.
