North Carolina S418 authorizes the Commissioner of Insurance to establish and operate a State-run Health Benefits Exchange. The Commissioner can change programs, adopt rules, and accept federal funds for this purpose. The bill appropriates $100,000 from the General Fund for this initiative, effective July 1, 2025. It prohibits state departments from engaging in any activities related to a federally facilitated "Partnership" Exchange model without General Assembly authorization.
