Establishes same-day voter registration on election day and allows 16 and 17-year-olds to preregister to vote.

This bill allows eligible voters to register and vote on the same day at their county's election site or during early voting. It also allows 16 and 17-year-olds to preregister to vote, and they will be automatically registered when they turn 18. The bill encourages voter registration and preregistration at public high schools and other public agencies. It mandates that voter registration agencies provide voter registration forms to applicants and prohibits discouraging voter registration. The bill becomes effective upon enactment.
